Senator Boxer and Representative Moran:
While
most of us are concerned about clean air, water and land, wildlife and open
spaces, all of us are concerned with how these issues affect our children and
their futures. A recent poll found that 93% of those surveyed agreed that
"federal environmental standards should be set at levels strong enough to
protect children's health" (source: Benton Foundation). Americans have a
right to a safe and healthy environment. Americans have a right-to-know the
toxic dangers that exist in their communities and neighborhoods. Strong laws
should be passed to protect and clean-up our environment, thereby protecting
our children and their future.
Your introduction
of The Children's Environmental Protection Act of 1997 (CEPA), is a major step
in this direction. CEPA requires:
•
federal agencies to develop adequate data on the special vulnerability and
exposure to environmental pollutants of children and other vulnerable
subpopulations to better assess where, and at what levels, children are being
exposed;
• the
Environmental Protection Agency to set all health and safety standards at
levels that protect our children and other vulnerable subpopulations; and
•
guarantees individuals the right-to-know what, where and when they are exposed
to toxics.
We, as
you do, know that children are unique; they are not merely "little
adults." They experience substantial exposures and are highly vulnerable
to toxics in the environment. Yet, we do not protect our children from these
risks. This is why we need CEPA. Our children are counting on us.
